The Minister of Culture S.Chuluun's interview to "UDRIIN SONIN"

S. Chuluun: Build competitiveness in classical and national art at the global and regional levels
Interview with S.Chuluun, Minister of Culture of Mongolia
-The Ministry of Culture has recently been established. Let's start the discussion with the policy of the Ministry in the field of culture.
-The newly formed Parliament established a new Ministry of Culture to form the Government. Under the previous government, the Prime Minister provided all the work to establish the Ministry of Culture. The Ministry of Culture was largely independent 24 years later. The state central organization that aims to define and implement the national immunity, heritage, culture, enlightenment and art of Mongolia as a policy at the state policy level and to serve its people. The main policy of our ministry is to follow the legal environment and to create new legal environment. Three laws will be discussed at the autumn session. We are working to update the government's policy on culture. Major construction projects are underway, including the Chinggis Khaan Museum, the Museum of Natural History, the National Theater of Arts, and the National Library. The 11-story National Library building will be commissioned this year. A library that meets three times the capacity of the current state library will meet international standards. Next year, a museum of Mongolian kings and nobles will be established. This museum is one of the largest cultural and artistic developments in the history of Mongolia for 100 years. The establishment of the Chinggis Khaan Museum will solve many problems. First, it will be a major tourist destination. Second, it is possible to preserve many cultural heritages that are not in good condition. Thirdly, it will be a great center for Mongolians to be proud of their heritage and history and to develop their national ideology. Fourth, the Chinggis Khaan Museum will be a place for exhibitions and activities that meet international standards. In addition, the design of the Museum of Natural History has been completed. Operations will begin next spring. Mongolia is a wonderful place of nature and history. The opportunity to demonstrate all this will be created by the establishment of the Museum of Natural History. It is not only a great place for people to spend their leisure time, but also a center of enlightenment. The issue of the National Arts Theater has been vacated by the Ulaanbaatar City Governor's Office. The design is complete. Some equipment has been resolved with international support. Construction will begin next spring.
In addition to the completion of four major projects, a national museum and laboratory of archeology and ethnography will be established in Tuv aimag. The Hövsgöl Lake Museum will be established on Lake Hövsgöl. These works will be carried out in cultural sites along the major tourist centers. In terms of art, we will be able to compete with our national art in the world and in the region. Emphasis will be placed on capacity building of cultural and arts organizations. The construction of a puppet theater for children, the renovation of a circus and the establishment of a national children's library will be carried out in stages.
-The tourism sector is struggling during the pandemic. As the threat of a pandemic subsides, other countries are beginning to take steps to attract tourists to their respective countries. What measures do we need to take to promote our heritage and culture to the world?
-We do not see our heritage only through tourism. Mongolia is using its immunity to survive. Then the creative production of culture can create innovation. We must participate in diversifying the economy. Culture and art are not necessarily products or results, but the main charge of spiritual enlightenment. How do we promote our heritage in the world and in the region? First, we need to create our own preservation and protection. We need to fully register our heritage and digitize it. For example, if you go to Khanbogd soum of Umnugovi aimag and search your mobile application, all the monuments in that area will appear on your mobile phone. All Mongolian monuments will be included in the system. We have launched a program called e-cultural heritage. The Emongolia program will implement e-cultural heritage. On the other hand, all cultural organizations will be digitalized. Create an online performance and ticket booking system at home. Museums and art galleries, among other things, use a system that is used internationally as a virtual museum. We need to exhibit our historical and cultural monuments in major international venues. This is promoting Mongolia. On the other hand, in addition to introducing the grandfather to the world, there is an opportunity to raise funds and train other rehabilitation personnel. We need to bring our art and our heritage to the world. All of these databases in Mongolia need to be systematically established. Even when I was the director of the institute, I did 70-80 percent of the work on cultural heritage registration and database. I think this will continue.
-You are a historian. Do we have any physical culture from the time of Chinggis?
-Many people are skeptical about the construction of the Genghis Khan Museum. Mongolia is the birthplace of Genghis Khan. Genghis Khan's land and washed water are in Mongolia. We have a heritage called God Khaldun Mountain. No tombs of imperial kings or nobles have been found. I don't want to be exposed. I think it will be revealed at this time. My ancestors are waiting for the opening time. Researchers have almost guessed the location of the aristocratic tombs. You may not be able to do any research and save it. In addition, there is a danger of illegal archeological excavations and loss to thieves. There are enough monuments to the Yuan Dynasty, the time of Genghis Khan of Mongolia and his descendants. People are being told not to worry about the monument to be placed in the Chinggis Khaan Museum. We are putting up only 30 percent of our monuments. About 5,000 monuments from the time of Chinggis and the Mongol Empire will be erected. There are now many Mongolian archaeologists who have been excavating for half a century in non-funded areas. There are restored monuments that we have collected. All of that should be put in front of our people. Genghis Khan is not only the king of Mongolia but also of the world. Officially licensed items stored in libraries around the world should be placed in Mongolia. That's 16 percent of the museum's exhibits. The lands of Mongolia, which our ancestors left to us after the first statehood, show the way in which kings and aristocrats came to Mongolia today. It also uses modern technology content. A 250-seat children's cinema will be built. This museum is a place where children, young people, parents and the elderly spend their free time. That's why on September 1, I made all museums free for children. There should be a place where people can freely enter and leave their heritage, spend their free time and get to know each other. This surprises those who oppose it. A museum is not a place to store. It should be a place where people get to know, train and spend their free time. We have to invest in our children's brains. In this way, they will later be completely different from the people with damaged minds today.
-Open Luut city, the capital of Hunnu dynasty, from the territory of Ulziit soum of Arkhangai aimag detected. The Dragon City is a cultural heritage site. Will this city become a world heritage site?
-Mongolia is a country that has established many empires. The Huns, Xiangbi, and Zhuzhan have always been empires. The Huns and the Mongol Empire are the most powerful of the Mongol empires in terms of their impact on humanity, their territory, and their historical significance. The Xiongnu are considered to be the ancestors of the Mongols. 2000 years ago, the Xiongnu established a state on this land, which continued unabated until the reign of Genghis Khan. Genghis Khan said that he had been leading the country since the Xiongnu period. The fact that the Xiongnu were not only nomadic peoples, but also fully preserved the style of the state, means that the capital cities. There are no new Xiongnu cities. Many cities have been found before. Winter, spring, autumn and summer cities have been discovered and excavated in the Kherlen river basin. Luut Khot is located in the Orkhon Khanui valley complex. There are many Xiongnu monuments here. From the aristocracy to the graves and shrines of the common people, the city is now found. The peculiarity of this city is that according to the first experimental study, the building materials found in the city mean Shanyu, the Son of Heaven. Next year, the Ministry of Culture will provide additional support. Mongolia's history is more guaranteed to be recognized around the world. Basin-based Central Asian nomadic complexes will be established in line with the government's action plan.
We study a lot of things. After studying, I don't do my next job. So you have to put all this into a live relationship. We got acquainted with historical monuments. Researchers have released their results. One of the directions of our ministry is how to build an innovative tourism complex. Mongolians have created a civilization adapted to nomadic life. Classical arts based on that life are emerging. Art, culture and history are inextricably linked. If a Mongolian begins to fully understand and comprehend all this, he will be fully immune. Mentally immune people do not steal or lie. At the heart of the nation's existence is a policy with the Ministry of Culture.
-The Ministry of Culture will focus on three main areas: enlightenment, art, art and cultural heritage. Perhaps part of the enlightenment is national content. They want to create accurate national content. There is a lot of criticism on recent content. How do you rate our latest content?
-I think the Ministry of Media is our ministry. Your main goal is to promote the main media content, heritage, culture, your own unique lifestyle, your own art and culture. We want to send national content in a very systematic way. There is no unified policy as to why there is no unified system like Korea and China. Now we need to create a special independent expert on the content and systematize what content will be sent to the nomadic culture and what content will be sent to the folk art heritage. They are different in broadcasting their content in Mongolia, in the region and in the world. Japan, Korea, and Poland provide excellent global content. Uzbeks have registered their pilaf with UNESCO, and it looks like a brand in the world.
-Shouldn't we have a brand in the world like this?
-We must have a world brand. You need to register it. You have to get rid of the deadness that you have to register and leave. Once you have registered, you have to do real work. It is unfortunate that Burkhan Khaldun, Orkhon Valley and Altai rock paintings have been registered with UNESCO and are now forming their administration. Preservation and protection must go through the entire system in order to reap the benefits of cognitive dissemination. Research is a problem. Reach out to others.
-Our country is going to use Mongolian script as a double script from 2025. Would you like to express your position on the struggle for the mother tongue in Southern Mongolia?
-Mongolian script is a dictionary of national unity. A specialist in charge of Mongolian script is working in our ministry. Cooperate with the National Language Council. Mongolians are on the path to restoring their literacy, accessing this script, and becoming a couple. Mongolian script should be used. It's too far away because it can't be used. This year also marks the 780th anniversary of the Mongolian Secret Bureau. Major events are planned for this purpose. The Secret Bureau of Mongolia is published in more than 30 languages. In fact, the Mongolian Secret Bureau is the bible that Mongolia has distributed around the world.
-Where is the original of the Mongolian Secret Bureau?
-The original Mongolian Secret Bureau is in Taiwan. Mongolia has the famous Golden Button, which contains more than 200 of the 280 articles of the Mongolian Secret Bureau. When the Golden Button was discovered, it became clear that the Mongolian Secret Bureau was in Mongolian.
